Mr William R. Phillips is an independent consultant with a focus on developing concepts and practical implementation. He had two careers prior to engaging as a consultant: the first as a military officer of the United States Army and the second as an international civil servant in the United Nations. From 2014-2015, he served as Chief of Staff with the United Nations Multidimensional Integrated Stabilization Mission in Mali. In 2017, he co-authored the United Nations Fatalities Report (Cruz Report) which led to the United Nations Secretary General's Action for Peacekeeping (A4P) initiative. In 2024, he was provided by GCSP to serve on the United Nations Office of Military Affairs Internal Review Team. Mr. Phillips has a MS in Systems Technology and is a graduate of the United State Military Academy and the United States Air Force War College.
