Mr Jose Victor Angelo is an Associate Fellow within the Global Fellowship Initiative of the GCSP. Former Special Representative of the Secretary-General (SRSG, Peacekeeping Operations), at the level of Under Secretary-General, Mr. Angelo has spent 32 years with the UN System. He has extensive field experience on development, humanitarian, security and political affairs, as well as on opinion-making and media.
Currently based in Brussels, he is a board member of the Swiss peace building foundation “PeaceNexus” and a senior international advisor, working with the Geneva Centre for Security Policy, the Community of the Portuguese Speaking Countries CPLP and other institutions. He writes as a world affairs columnist to the Portuguese magazine “Visão” and contributes as a weekly commentator on European affairs to Radio TDM Macau.
In addition, he has authored academic and many opinion pieces on European and international affairs.
More specifically, Mr Angelo has contributed to several NATO exercises and conferences, since 2010, on civilian responses to conflicts, including as a senior resource person for the annual Steadfast Pyramid Pinnacle exercises, as well as to the different phases of the major military exercise Trident Juncture 2015. He is considered an expert on crisis response comprehensive approach.
Prior to UN work, Mr. Angelo was a University Lecturer and Senior Statistician in the Portuguese National Institute of Statistics (INE) in charge of social indicators and employment data, from 1971 up to 1978. He was a Member of the Portuguese National Electoral Commission in 1974-75, the first Commission after the fall of the dictatorship.
